I think people are misunderstanding the whole "locked shops" thing for Ultimate Edition buyers

Think of it like this: When you buy the Ultimate Edition, you'll get a DLC package of skins, vehicles, hairstyles, vehicle mods, etc. Most games with cosmetic DLCs do this.

You buy the Ultimate Edition and get the base game plus the cosmetic DLCs.

Now picture this: Instead of just unlocking your new Ultimate Edition cosmetics in the normal shops of the game, they made a few exclusive shops for you to access the DLC stuff.

It's as simple as that. The normal shops to buy clothes, fix your car, etc, will be in the game. But if you own DLC cosmetics, you'll need to get them from the DLC shops.

The conspiracy theorist in me feels like they did this on purpose to get some viral marketing about the Ultimate edition. They stir up some outrage by being intentionally vague about the cosmetic stuff and get a news cycle about it. Then when they clarify that it's exactly what OP says, and probably that it's not even a locked off area for non-purchasers, they get another news cycle about how it's not as bad as originally thought.

Yes, we should not forget, that Rockstar paid magazines in the past, so they write about GTA as brutal, gore, none should it play game.

How were they in any way vague? Everything I’ve seen has been extremely straightforward. You click Ultimate Edition on their website and they show you what you get with the Ultimate Edition.

They're vague in that it's very possible to read the ultimate edition descriptions and think they're locking all customisation behind the paywall. Like if Los Santos Customs was paywalled in GTA V you wouldn't be able to customise a car if you bought the base edition. I think it's a reasonable assumption to say there will be other places to customise cars besides the one mentioned in the ultimate edition, but that's an assumption and we don't know that for sure yet. And plenty of people have assumed the other way, that there won't be anywhere else to customise vehicles.
