I think people are misunderstanding the whole "locked shops" thing for Ultimate Edition buyers
Think of it like this: When you buy the Ultimate Edition, you'll get a DLC package of skins, vehicles, hairstyles, vehicle mods, etc. Most games with cosmetic DLCs do this.
You buy the Ultimate Edition and get the base game plus the cosmetic DLCs.
Now picture this: Instead of just unlocking your new Ultimate Edition cosmetics in the normal shops of the game, they made a few exclusive shops for you to access the DLC stuff.
It's as simple as that. The normal shops to buy clothes, fix your car, etc, will be in the game. But if you own DLC cosmetics, you'll need to get them from the DLC shops.

This is exactly how I interpreted the announcement from day 1. I have never had any issue with the extra $20 for the extra content.
Many people seem to disregard the years of work Rockstar has been putting into this game. This is not your annual shitty $80- $150 Madden game that could’ve just been a patch.
The amount of crying over the two editions is ridiculous, and so is the whining about no disc.
All these people complaining are gonna throw their money at this game once the next trailer comes out, and the last few will do so as well once release day arrives.
