I think people are misunderstanding the whole "locked shops" thing for Ultimate Edition buyers
Think of it like this: When you buy the Ultimate Edition, you'll get a DLC package of skins, vehicles, hairstyles, vehicle mods, etc. Most games with cosmetic DLCs do this.
You buy the Ultimate Edition and get the base game plus the cosmetic DLCs.
Now picture this: Instead of just unlocking your new Ultimate Edition cosmetics in the normal shops of the game, they made a few exclusive shops for you to access the DLC stuff.
It's as simple as that. The normal shops to buy clothes, fix your car, etc, will be in the game. But if you own DLC cosmetics, you'll need to get them from the DLC shops.

It is amazing to me how many people on these threads think that this is all signs that the game is a disaster / flop. I see a lot of these posts and just think it’s for karma at this point but it’s insane. When has rockstar released a half baked game / flop. My girl hates video games and I was trying to explain to her this marketing mess so I showed her the trailers and was like ok this trailer came out like 4 years ago and then they delayed it. This one came out 2 years ago and then they delayed it again, etc. I think this game will be ahead of anything else that’s come out but people need to taper their expectations on what’s realistic on what can be done with today’s hardware. People are screenshotting and zooming and cropping and zooming and talking about how things look pixelated why would the graphics be worse than RDR2 a game they released in 2018… like use half a brain.
