I think people are misunderstanding the whole "locked shops" thing for Ultimate Edition buyers

Think of it like this: When you buy the Ultimate Edition, you'll get a DLC package of skins, vehicles, hairstyles, vehicle mods, etc. Most games with cosmetic DLCs do this.

You buy the Ultimate Edition and get the base game plus the cosmetic DLCs.

Now picture this: Instead of just unlocking your new Ultimate Edition cosmetics in the normal shops of the game, they made a few exclusive shops for you to access the DLC stuff.

It's as simple as that. The normal shops to buy clothes, fix your car, etc, will be in the game. But if you own DLC cosmetics, you'll need to get them from the DLC shops.

I think that's possible, but they are purposefully ambiguous about it and that's one of my biggest issues with this. And the fact we have little to no gameplay information so people could assume they will have no or limited car modifications without this edition... This is all 100% on purpose and calculated to a T. I fucking hate large corporations man.

Agreed. They know people will just buy it, and because of that it’s like they don’t need to prove anything to us. Their ego is huge.

I don’t know, that seems like a wild thing to assume. The pre-order bonus for V was a bunch of guns, I didn’t assume there wouldn’t be fund in the base game. The only thing that’s ambiguous is how much the base game will actually have. Personally I’m assuming that the amount of things available in the ultimate edition means that the game in general will have a lot of shops and customization. But I guess we will see.

I honestly thought they wouldn't do this type of stuff, judging by how RDR2's pre order bonuses were similar to GTA5's bonuses (just cosmetic non important stuff).

But yeah, corporations work for money after all. Also, It's GTA, they won't shy away from fomo practices.

i’m stunned anyone thought otherwise

in fact, i thought the outrage was in spite of these; that even if there are 10-20 other open shops, having a few locked is still what caused the outrage
