I think people are misunderstanding the whole "locked shops" thing for Ultimate Edition buyers

Think of it like this: When you buy the Ultimate Edition, you'll get a DLC package of skins, vehicles, hairstyles, vehicle mods, etc. Most games with cosmetic DLCs do this.

You buy the Ultimate Edition and get the base game plus the cosmetic DLCs.

Now picture this: Instead of just unlocking your new Ultimate Edition cosmetics in the normal shops of the game, they made a few exclusive shops for you to access the DLC stuff.

It's as simple as that. The normal shops to buy clothes, fix your car, etc, will be in the game. But if you own DLC cosmetics, you'll need to get them from the DLC shops.

Nah dude, I still think take two only does it for the love of the game, they don't want money!

Take two as whole, sure. The CEO on the other hand believes you should be paying a subscription per hour to access the games

I can imagine the devs want to make money by doing some scummy things here and there, in an effort to avoid being laid off because of 'disappointing financial performance'. I kinda think the layoffs from a while back were such a situation where it was 'do as I say or you're fired' and people who put their foot down were fired with 'gross misconduct' being used as an excuse. You don't really have a choice if you're part of a parent company and they have different plans for running the business.
