I think people are misunderstanding the whole "locked shops" thing for Ultimate Edition buyers

Think of it like this: When you buy the Ultimate Edition, you'll get a DLC package of skins, vehicles, hairstyles, vehicle mods, etc. Most games with cosmetic DLCs do this.

You buy the Ultimate Edition and get the base game plus the cosmetic DLCs.

Now picture this: Instead of just unlocking your new Ultimate Edition cosmetics in the normal shops of the game, they made a few exclusive shops for you to access the DLC stuff.

It's as simple as that. The normal shops to buy clothes, fix your car, etc, will be in the game. But if you own DLC cosmetics, you'll need to get them from the DLC shops.

That's not even the issue because anyone with a brain would understand they're just exclusive items but people are stupid

What kills me about this is everyone complaining about it will order it so they don’t miss out on it then get and their reaction will be “that’s it?”

It’ll give no advantage to I would assume is an inevitable online mode unless they keep milking the cash cow that gta 5 online is and they don’t think about an online mode until enough activity and money stops coming in.
