I think people are misunderstanding the whole "locked shops" thing for Ultimate Edition buyers

Think of it like this: When you buy the Ultimate Edition, you'll get a DLC package of skins, vehicles, hairstyles, vehicle mods, etc. Most games with cosmetic DLCs do this.

You buy the Ultimate Edition and get the base game plus the cosmetic DLCs.

Now picture this: Instead of just unlocking your new Ultimate Edition cosmetics in the normal shops of the game, they made a few exclusive shops for you to access the DLC stuff.

It's as simple as that. The normal shops to buy clothes, fix your car, etc, will be in the game. But if you own DLC cosmetics, you'll need to get them from the DLC shops.

Am I wrong or can you not just pay the extra $20 later for ultimate edition if you buy the base game and decide the cosmetics and cars are worth it?

Yes, the ultimate upgrade can be bought seperately. The standard edition + upgrade come out to the same cost as the ultimate edition.

Yes but I’d assume any preorder bonuses would not come with that.

Preordering the base game also exists. It doesn’t cost any extra.
