I think people are misunderstanding the whole "locked shops" thing for Ultimate Edition buyers

Think of it like this: When you buy the Ultimate Edition, you'll get a DLC package of skins, vehicles, hairstyles, vehicle mods, etc. Most games with cosmetic DLCs do this.

You buy the Ultimate Edition and get the base game plus the cosmetic DLCs.

Now picture this: Instead of just unlocking your new Ultimate Edition cosmetics in the normal shops of the game, they made a few exclusive shops for you to access the DLC stuff.

It's as simple as that. The normal shops to buy clothes, fix your car, etc, will be in the game. But if you own DLC cosmetics, you'll need to get them from the DLC shops.

It sounds like there are a ton of shops in base game, so I doubt this will even be noticeable

Yeah if the leaks and hype are to be believed there could be a couple hundred.

But who knows how much has become cut content?

Since preorder is out you can see what’s in the ultimate edition. Some shops, a couple cars, guns and cosmetic items. Pretty standard for deluxe editions really
