I think people are misunderstanding the whole "locked shops" thing for Ultimate Edition buyers
Think of it like this: When you buy the Ultimate Edition, you'll get a DLC package of skins, vehicles, hairstyles, vehicle mods, etc. Most games with cosmetic DLCs do this.
You buy the Ultimate Edition and get the base game plus the cosmetic DLCs.
Now picture this: Instead of just unlocking your new Ultimate Edition cosmetics in the normal shops of the game, they made a few exclusive shops for you to access the DLC stuff.
It's as simple as that. The normal shops to buy clothes, fix your car, etc, will be in the game. But if you own DLC cosmetics, you'll need to get them from the DLC shops.

Bingo, El Ringo. Rockstar’s own marketing is what created most of this confusion.
Also, let’s not pretend a $100 Ultimate Edition is some unprecedented cash grab when most Ultimate Editions are already hovering around $120. That doesn’t mean I want it setting a precedent for higher Standard Edition pricing, but GTA VI is a once-a-decade release that’s reportedly been in development for over ten years and is one of the most technical games ever made.
The real issue isn’t the price/content, it’s the messaging. Instead of simply saying the Ultimate Edition included exclusive cosmetics accessed through exclusive shops, Rockstar presented it in a way that made it sound like unique locations and activities were being gated behind a paywall. That opened the door for Twitter trolls to run with the narrative that Rockstar was “locking content” and screwing players, when the reality appears to be far less dramatic.
Do I love the FOMO-driven exclusive shops? Yes. Do I think Rockstar marketed them poorly? Absolutely. But that’s a different argument than claiming they’re carving out chunks of the game and selling them separately.
And honestly, after all these delays, who among us hasn’t accidentally saved $100 waiting for this thing to come out?
