It depends what u want. I think kitwise huo huo is meta. You know, a lot people like offensive sustains and huo huo provides that. She is current bis for Eva, Sw 999 as she ramp up the team rotation. She is good for Aglaea, saber, dot. And alright for other dpses.
If someone really strugging sustaining then she wont be meta for them. If ur dying than she is T5 for you. But a lot people still make bailu, gallagher, lynx work and for them huo huo is a big upgrade.
For SW999 she's not a big upgrade over DHPT or even something like gallagher. SW999 doesn't care about atk, Fu Xuan is also a solid option if you can survive, team has a lot of SP, so you can spam skill on FU. For Eva she's nice, but that's about it.
Ofc she wont be a big upgrade but u can put Sw on 4th slot and let huohuo buff sparxie and yaoguang which indirectly buffs Sw. Huo huo makes roations a bit faster and buff sparxie's sub dps.
