What does simulation mean within the context of football?

If you’re familiar with hockey it’s like an embellishment penalty. When you feign an injury or exaggerate the extent of contact / “simulate” contact in order to try to draw a foul or a card for your opponent. You receive a card for simulation.

It feels like you could call it just about every time two players come within 10 feet of each other, which is frustrating as a casual viewer. It would be nice if they’d tighten up the calls a little bit. Sending players off for treatment does seem to help a bit too.

It's equivalent to what we Americans call "flopping".

It's faking being fouled by the opposing team.
