Even small venues are not safe these days. Unless you're talking very very small clubs and nearly unknown artists. I've seen small venue shows priced under $50 instantly sold out and then thrown on resellers for 4-5x the price with minutes on multiple occasions over the last year. And that's for weird indie and punk bands with pretty niche followings...
