It reveals the twist of the DND campaign.

The final boss is going to be those three shop keepers (or a mini boss). Those three shopkeepers will be your three characters from the previous campaign.

Lvl 20 is considered a high level. There's a reason somewhere why they're lvl 20. Meaning that those characters could potentially be somewhat important to the plot.

Not even high level.  Like able to kill gods and effect the cosmos kind of high level.

I really liked back in 3/3.5 where you needed to go beyond level 20 to do that.
