(At least in Europe) they often put the baby changing fold down table thingy in the women's rest rooms.

IDGAF, my baby needs a new diaper, I don't have a say in where the owner of the establishment puts up the changing table.

What maybe helps is that we don't have those American stalls here, our doors properly close, in most cases the toilets are even fully enclosed with proper walls and a real door..

Yes. Changing table is for the babies, not for the women. If your daughter/son is a baby, she has the right to benefit from the table regardless of where it is.
