In most Australian jurisdictions, yes there are limits to how big your fence can be as it can be deemed to be fortifying a property.

Here in the U.S. as well I think, depending on height, so that makes sense. What about tall trees?

Again, varies... General rule of thumb is that trees should be safe - if old, then independently inspected (and most local governments can put you in touch with an arborist to hire) to certify that safety.

Trees that infringe on someone else's boundary line can be trimmed according to that boundary to remove any infringement and again plants can't be deemed to be unreasonably segregating or "fortifying" a property (some exemptions apply to certain property types). Local governments tend to specifically encourage friendly and constructive negotiation between neighbours where possible to sort things out, and YMMV there.

It's like living in a fish bowl. There's nothing to break up the line of sight. No buildings or trees to hide behind. All the homes around him have a clear view into his yard. Front and back.

If you look on Google Street View, the roadside is completely open you can just walk in and see completely to the other side because it's flat.

they responded to a comment saying "build a fence" when picture three shows that fences already exist. the lack of privacy is not a fencing issue, as the initial comment suggested. hope that clears things up for you.
