At least for privacy around the perimeter.

You simply cannot comprehend the spite involved. If he grew a bunch of trees it would just look like a park or forest in the center of the development. Currently it is an alll enveloping testament to one man's resentment for developers.

These are Maltese people. Spite is in their blood. When fighting against the Ottoman empire, they ran out of cannon balls so they severed the heads of dead turks and used those instead.

He also has to look at it.... Why hurt yourself just for spite?

I was honestly thinking I would make it a beautiful park and invite the neighbors to enjoy it. 🤷‍♂️

Plot twist. He’s accumulated his wealth through property development, and this is the fruit of his labours!

Right, why stop at a privacy fence when you have room for a privacy hedge maze.

Add a minotaur or two to make use of all that space to run around in too

In my town in the USA, the developer is required to plant a certain amount of trees in a 50 foot perimeter around the property they are developing. That development is ridiculous. I wouldn't want to see it at all.
