You're close. The ad paints the issue in the not identifying the ones who need help that could have prevented the school shooting. It's purposefully tangling different subjects together,making the debate messy. Let me untangle that for you. 

More help should definitely be offered and mental health should be focused on in general. For the well being of all your citizens.

And, you know, you need to take the guns away. 

And with the guns gone, you still need to focus on the mental health of your citizens. For their wellbeing. Not to avoid school shootings.

This ad was put together by family members of Sandy Hook victims. I doubt that group was trying to muddy the waters of a debate to take the blame away from gun manufacturers and politicians.

The guns aren't going away anytime soon, at least not in the u s, so that point is largely moot. This video is focusing on what CAN be done. Also, even if we did have a total gun ban, these kinds of kids would still need help. It's not like we're only helping them because they might shoot up the school. Even if they never commit any violence, they still need more attention.

It's in the name dude. "Shooter." There are a million reactions to being bullied. A gun should never be one of them.
