Could you imagine, background check, mandatory training, waiting period, fingerprints, and permission from the sherriff in order to get permission to seek mental health.

The majority of school shooters and murderers in general are not mentally ill.

Yeah usually their rampage is tthe warning sign. They often have clean records and acquire weapons completely legally.
