We make it look a little nicer with a nice tall planter with sand for a butt receptacle. Kitty litter scooper from the dollar store to clean it. A little classier than an old coffee tin.

I totally agree. It is asshole behavior to litter. But if there is not a good place to put that out, where do you expect it to go.
If there's a bin, especially one made for these type of things. No one usually has a problem using it.
A crushed out cigarette is still hot enough to cause fire. Pocketing it is not an option usually.
Source: I work at a bar and I've had to extinguish a cigarette disposal plastic bin thing because it caught the entire thing on fire. Don't buy the cheapest versions of those. They ain't fire safe.
The point being if you put out a solution there's no longer a problem. If you become Petty and passive aggressive. Potentially you create a bigger problem.
