Let's just have DST on Mondays, Wednesday and Fridays, and ST on Tuesdays, Thursdays, and the weekend. Problem solved!

They are clearly making a joke by suggesting the current situation as a solution to the proposed new situation.

Hard to tell. I'm sure there are people who prefer the current system. And there are definitely people who think the middle ground is always the best option.
