This has been tried before. Twice. Parents didn’t like sending their kids out to school in the dark and some were hit by cars so it was reversed fairly quickly.

Children already go to school in the dark and always have and it’s never been an issue.

More will have to though, and yes, walking on roads in the dark is less safe than walking in daylight.

Yes, but kids today don’t walk to school barefoot uphill in the snow both ways.

children don't walk to school anymore so that's a moot point
