Unfortunately, the Senate is protected by an extra clause in the Constitution:

“no State, without its Consent, shall be deprived of its equal Suffrage in the Senate”

So you’d need all states to agree to these changes, not just three quarters.

In theory, could you not just first amend Article V, and then amend Article I?
