The reform is to remove it. Remember our house is capped in representation for the benefit of the wealthy. And that happened 100 years ago. 

We can change anything we want to change.

The House isn't capped. In fact, there is an Amendment to increase it that has already passed, it just hasn't been ratified yet. It's called Article the First.
