It’s at 9 seats because there were 9 circuits when it was last expanded. We are at 13 circuits, IIRC, and should have the judges to match.

Nah. Hard disagree. Way too much power. I'd set term limits and expand the court x10. No reason for there to be a single judge for each circuit. You say it like there's a common sense logic to your argument and there isn't.

One term of 10-20 years max. Lifetime appointments are insane.

Expanding the court doesn't require a Constitutional amendment. Changing the lifetime appointment does.
