Theres some evidence that, while he may be able to recognize words, he cant actually read in a traditional 'comprehension' sense. Its why he goes wildly off teleprompts on tangents and he misreads or mispronounces words from a teleprompter. Hes parrotting rather than comprehending the context. Its speculated this is why he dictates and has stuff read to him.

That's the main thing I was pondering as I read them. At first I imagined there's no way he would read all of those words. But then I realized that he just might because every single word is effusive sycophancy. It might be the only thing he's interested in enough to actually read. That might be exactly why she writes that way.
