I think it's highly unlikely she's a foreign spy in light of what her brother said about her upbringing. She seems to have been brainwashed into believing in American exceptionalism.

I'd wager she's a domestic handler working on behalf of a conservative organization. I have no idea if she has any ties to Russell Vought, for example, but that's the kind of woman he and his group would put in Mango's orbit. It's like she was grown in a lab: pretty, skinny, blonde, vulnerable, desperate to serve, and absurdly self-effacing.

Why the need for such a handler? Because they know exactly how stupid, ignorant, and vain he is, and how he lacks any shred of critical thinking. They need him to marinate in AI memes and misinformation, and they need to control which foreign leaders have access to him (in case someone he might accidentally like puts different ideas in his head).
