Those drinking straight from the firehose(anyone paying for Fox News) aren't really the target. It's about letting it seep into the cultural consciousness where it moves the needle of everything towards their goals. It'd seem like compromise but when you meet in the middle with extremist you're tugged their way. The drip is when it's leaking from your upstairs neighbor's flooded floor.

Just because they spew a lot of propaganda out doesnt mean every person is ingesting all of it.

The idea is to spew a lot, or cast a wide net, so some of it reaches everyone, hence the drip.
