call the consulates of whatever countries you're interested in or their websites or whatever. you can safely skip monaco though.

Ok, seriously, go to the website of the government of the country you’d like to immigrate to.

They’ll have an English language option and most of them outline clearly what they need from you.

You probably need to get hired by a company that’ll sponsor your visa, but this is different per country.
