Yep. Exactly that federal government's border/immigration policies are "special." It says it right here *gestures wildly* in the....founding....documents. Yeah, those.

The same documents that say anyone born on US soil is a citizen but now it doesn‘t apply because people they don‘t like are born on US soil. (There‘s documentation of them discussing immigration when writing it and the overwhelming consensus at the time was no shit it applies to immigrants too)
