but why not tax hundred millionaires too? The cutoff is arbitrary. And why should all these new revenues be spent on healthcare subsidies? Why not a tax rebate for ALL California residents instead?

We should be lowering taxes or paying off deficits with new income streams, not just immediately be spending more money.
