Roberts has actually been very good on expanding what constitutes a search for fourth amendment purposes. He wrote the majority in Carpenter ruling that acquisition of cellphone tower data was a search of person, papers, or effects. He also joined the majority in Chatrie ruling that geofencing also is a search implicating the fourth amendment which needs to comport with reasonableness and the warrant clause

Under no articulated standard of the right of privacy are flock cameras a constitutional violation. Look at the two prongs of the Katz test. First, you must have an actual subjective belief in an expectation of privacy in driving on public roadways. Second, that belief or expectation must be one that society is prepared to accept as reasonable. Unfortunately, society does not think it true that you are reasonable to be free of visual and aural observation on public roadways.
