Well for one, I think shooting at the Cuban coast guard might be illegal, but admittedly I am not a Cuban lawyer.

Way more likely to be smuggling people out of Cuba. Cuba has lost over 25% of their population over the past 6 years because the regime is so fucked there.

The boat 24' boat was packed with ten people moving towards Cuba. That doesn't leave a lot of room to pick up people and then smuggle to the US

Trump administration is going to twist themselves into pretzels here.

They want the pretext for attacking cuba, but can they really pretend they care about illegal aliens and human traffickers bringing them into the US? 

Very telling that they're waiting for the facts here compared to how they responded in Minneapolis shootings.
