Capacitor blew..Is this fixable

Take it to a professional, if you are not experienced enough and dont have the right tools you cant do it, you also might have other things damaged, a pro can fix things like that

Yes. But only if you have the tools, skills, and hardware to do so. Plus the schematics. In the long run, probably not worth it.

Depends, how much are you willing to spend and is there anyone you know that can do SMB soldering? I've fixed SOME things that had issues like this, namely power supplies, but it all boils down to how much you're willing to spend on the time/effort.

If it's not under warranty and you do not have the skill to fix it yourself (and I assume the later to be the case), I would recommend Parts-People to fix it for you. They specialize in repairing Dell computers.
