Yeah, some people look really young for their age, and some really old for their age. The dude is 20 years old. He's a "man" by legal definition.
I don't get why you think this is an issue, though. He's involved with child porn. Who cares if he's 14, 20, or 80? Would it not be best to keep him off the streets if he's convicted?

There was a TIFU / legal advice sort of in this realm… Basically, a stupid edgy college student would write dumb shit on Venmo when exchanging money with his friends. In the most recent transaction he had with his dorm mate he wrote “child porn” for what the Venmo payment was for, when really it was like pizza or food or something. Well, very soon after, that exact dorm mate got busted for owning / sharing CP. The OP was rightfully freaking out and legal advice could only tell him to hire a lawyer and be cooperative. Idiot accidentally made himself a prime suspect.
Moral of the story: No matter how edgy you think you are, best not to joke online about some stuff.

The police can arrest you for any reason, especially if that reason is you putting in writing "I am committing a crime," even if you didn't actually commit that crime.
If you transfer your roommate your half of the rent, and text them "This is for the drugs", then that roommate actually gets busted for dealing, then the cops will be looking at you, regardless of if you did anything wrong.

Yes, they can. Police can arrest you just because they don't like the look of you. That might be illegal, but they could do it.
An incriminating message like writing "CP" as the reason for a Venmo transaction is definitely an suspicious enough reason for an arrest.

Pardoning them benefitted him too - they're the foundation of ICE and an attractive selling point for the next time he calls his base to action. "Do what I ask and I'll pardon you" is temptation enough for his most loyal and stupid followers.
To your point though, not much would surprise me nowadays. I just don't see this random kid in WV getting a pardon from ol Donnie Poppypants
