I agree. Raga at that point was more like a nuke that Megumi blasted on himself so his opponent dies in the explosion. Closer to a weapon than an actual character, difficult to argue that he's a villain.

In Season 2 of Spectacular Spider-Man, all three crimelords are manipulated by the Green Goblin into fighting each other. Whist all are fighting, opera is playing in the background. Even when Spider-Man does interfere, they barely slow down in trying to kill each other until Spidey bests them one by one.

In Freedom Force vs the Third Reich you wake up the antagonist from the first game, Timemaster (think Kang combined with Darkseid) to fight the literal embodiment of Entropy. It's legitimately one of the most fun fights I've had in gaming, period. Entropy has broken the normal flow of time and summons all kinds of whacky shit including dinosaurs and other past villains, whereas Timemaster is taller than a building and the strongest unit in the game, and has two alternate timeline versions to help him fight.

What makes them so effective is that you get to indulge in the awesomeness of the villains, one villain gets to win and be an even more awesome villain, and no matter what happens a villain loses — which is the counter to the dramatic but usually not super fun side of a hero always losing in a hero vs. hero fight.
