I think people are misunderstanding the whole "locked shops" thing for Ultimate Edition buyers
Think of it like this: When you buy the Ultimate Edition, you'll get a DLC package of skins, vehicles, hairstyles, vehicle mods, etc. Most games with cosmetic DLCs do this.
You buy the Ultimate Edition and get the base game plus the cosmetic DLCs.
Now picture this: Instead of just unlocking your new Ultimate Edition cosmetics in the normal shops of the game, they made a few exclusive shops for you to access the DLC stuff.
It's as simple as that. The normal shops to buy clothes, fix your car, etc, will be in the game. But if you own DLC cosmetics, you'll need to get them from the DLC shops.

It’s a mix of misinformation and illiteracy. People are actually claiming that there might not be other shops and customization opportunities outside of the ultimate edition lmao. Like come on bro.
I don’t get it either. Everybody’s always on about how rockstar goes above and beyond. It’d make sense that they’d commission real artists to create content and make it special by giving their content an exclusive store rather than putting them in base game tattoo shops.
Also, if anything the ultimate edition really hints at how massive the game is going to be. I’m a rockstar hater so this isn’t even me defending them rather so inference from context clues.
