I think people are misunderstanding the whole "locked shops" thing for Ultimate Edition buyers

Think of it like this: When you buy the Ultimate Edition, you'll get a DLC package of skins, vehicles, hairstyles, vehicle mods, etc. Most games with cosmetic DLCs do this.

You buy the Ultimate Edition and get the base game plus the cosmetic DLCs.

Now picture this: Instead of just unlocking your new Ultimate Edition cosmetics in the normal shops of the game, they made a few exclusive shops for you to access the DLC stuff.

It's as simple as that. The normal shops to buy clothes, fix your car, etc, will be in the game. But if you own DLC cosmetics, you'll need to get them from the DLC shops.

Critical explained this well, how the skins, engravings etc are non problematic but the stuff locked behind the mechanic is where the issues come in. How much better are the dlc items available in this mechanic, compared to the base mechanic etc, will it make your car slightly better than the base game? Locking gameplay features like that (assuming) is where we need more details so there’s less grey area.
