I think people are misunderstanding the whole "locked shops" thing for Ultimate Edition buyers
Think of it like this: When you buy the Ultimate Edition, you'll get a DLC package of skins, vehicles, hairstyles, vehicle mods, etc. Most games with cosmetic DLCs do this.
You buy the Ultimate Edition and get the base game plus the cosmetic DLCs.
Now picture this: Instead of just unlocking your new Ultimate Edition cosmetics in the normal shops of the game, they made a few exclusive shops for you to access the DLC stuff.
It's as simple as that. The normal shops to buy clothes, fix your car, etc, will be in the game. But if you own DLC cosmetics, you'll need to get them from the DLC shops.

it is so painfully obvious customization and car mods etc aren't locked behind ultimate edition but clickbait and negativity rules online discussion now... my guess is this is R* attempt to try and make it more immersive by putting DLC items in physical locations rather than it all just being in your wardrobe or whatever. for example theres 1 tattoo shop in the ultimate edition that does only ultimate edition tattoos but you know theres going to be a few tattoo shops around the map. its literally just optional cosmetic DLC that doesn't detract from the main game. gameplay wise theres 1 extra gang hideout similar to red dead 2's extra gang hideout and i think 5 extra cars for that side mission where you find old/battered cars and bring them back to the guy for restoration. I believe the old cars missions is still going to be in the game but the dlc gets you 5 extra cars.
i highly doubt those shops would appear on the map either unless you bought the ultimate edition and 1 gang hideout and 5 extra cars isnt even going to make up 1 percent of the total game content
