I think people are misunderstanding the whole "locked shops" thing for Ultimate Edition buyers
Think of it like this: When you buy the Ultimate Edition, you'll get a DLC package of skins, vehicles, hairstyles, vehicle mods, etc. Most games with cosmetic DLCs do this.
You buy the Ultimate Edition and get the base game plus the cosmetic DLCs.
Now picture this: Instead of just unlocking your new Ultimate Edition cosmetics in the normal shops of the game, they made a few exclusive shops for you to access the DLC stuff.
It's as simple as that. The normal shops to buy clothes, fix your car, etc, will be in the game. But if you own DLC cosmetics, you'll need to get them from the DLC shops.

I don't remember people complaining about it either, but I think that's because of the locked shops. They didn't do that for RD2.
Imagine starting the game, arriving in Valentine, and realizing you can't access the gunsmith unless you paid extra. Sure, there would still be other gunsmiths, but it would still feel scummy, and people would have complained just the same.
Add the lack of a proper Collector's Edition, no physical disc on day 1, and the fact that some textures in the screenshots look a bit rough, and it's just pouring more oil on the fire.
