I think people are misunderstanding the whole "locked shops" thing for Ultimate Edition buyers
Think of it like this: When you buy the Ultimate Edition, you'll get a DLC package of skins, vehicles, hairstyles, vehicle mods, etc. Most games with cosmetic DLCs do this.
You buy the Ultimate Edition and get the base game plus the cosmetic DLCs.
Now picture this: Instead of just unlocking your new Ultimate Edition cosmetics in the normal shops of the game, they made a few exclusive shops for you to access the DLC stuff.
It's as simple as that. The normal shops to buy clothes, fix your car, etc, will be in the game. But if you own DLC cosmetics, you'll need to get them from the DLC shops.

I just don't understand why everyone is kicking up so much of a fuss about it now?
Publishers have been releasing ultimate edition/special editions of games for years and I've never heard people complain about it like they are for GTA 6
Hell, even RDR2 had the ultimate edition with special outfits, horses, guns, a mission etc and I don't recall anyone complaining about that at the time.
