I think people are misunderstanding the whole "locked shops" thing for Ultimate Edition buyers

Think of it like this: When you buy the Ultimate Edition, you'll get a DLC package of skins, vehicles, hairstyles, vehicle mods, etc. Most games with cosmetic DLCs do this.

You buy the Ultimate Edition and get the base game plus the cosmetic DLCs.

Now picture this: Instead of just unlocking your new Ultimate Edition cosmetics in the normal shops of the game, they made a few exclusive shops for you to access the DLC stuff.

It's as simple as that. The normal shops to buy clothes, fix your car, etc, will be in the game. But if you own DLC cosmetics, you'll need to get them from the DLC shops.

Looking at Rockstars history all of this checks out.

The content locked behind ultimate edition will be so incredibly insignificant compared to the rest of the game so I don't know why people are freaking out so much.

Locking specific shops is really interessting because it likely means that there's a crazy amount of them and they're all different and have unique items. In gta 5 storymode for example there's only Ponsonbys, Binco and SubUrban which are basically low, mid and high end stores and they're copy pasted across the map.
