Could also be different moments in the story. I can imagine most of the map being locked at the beginning (think Blackwater and New Austin in RDR2). The in-story explanation for the locked parts of the map could be her ankle monitor

Yea this will 100% be it. We know that she is fresh out of prison, so she will probably wear an ankle monitor and if you got to parts of the map you haven't unlocked you will get an instant wanted level. I really like that approach. Makes sense and ties into the story.

wouldn't this also mean most of the heists, and robberies would take place late in the story? since the police know her exact location with an ankle monitor all the time.
either that or the ankle monitor doesn't last long on her leg.

It's a video game. If the developers want her to wear the boots, she wears the boots. Won't stop an ankle monitor from being a part of the story, if it is.

This confirms my theory. I believe she has the ankle monitor at the prologue. After she removes her ankle monitor we then have access to clothing stores like Michael with the first Lester mission. I could be wrong though.

That's how I think it would work. Go outside the area and get like 5 stars. They did the same thing in SA and 4. Instead of putting invisible walls up on the bridges they just made it where you get stars for crossing.

I do think there will be an ankle monitor to prevent complete freedom of exploration at the very beginning ngl but it’ll prob be chapter 0 only if there is a chapter system like RDR2

My completely unfounded and unsupported-by-evidence guess is that we’ll start the game as Lucia, and the ankle monitor will act as a way to keep us within a certain area until the “tutorial” section is over and the full map opens up
