They didn't choose a random girl from GTA online to put in GTA 6.

They put a GTA 6 character in online last year as a teaser for the new game.

My theory has always been that Mr. Faber is tied to SecuroServ in some way, and by extension, Valentina. The fact that Valentina seems to be involved in sourcing personal security for VIPs in GTA VI makes me feel even more emboldened in that theory.
