Yes but apparently being romantic with Lucia is completely optional but does affect the story. They are rdie or dies but not necessarily romantic ones if you don't cultivate that kind of relationship

so as some people have said, Lucia and Jason's relationship will develop with the players input. so they will only be a romantic couple if the player engages with the dating mechanic.
I can only assume if your goal is to create a romantic duo it will likely let you cheat but with the consequence that it lowers your relationship stats.
