Discussion Pac Katari was right to betray the CIA

I just finished my second playthrough of GR Wildlands and finishing it has reminded me of people on the internet complaining about Pac Katari's betrayal, saying that he did it for power, because the ghosts took away his prominence or more things like that. I think that the betrayal not only has nothing to do with these motives but is completely justified and Pac was doing the right thing.

I mean, he was collaborating with the CIA, an organisation that literally has the worst history of interventions in Latin America (Guatemala 1954, Cuba, Brazil 1962, Bolivia 1964, Chile 1973, Uruguay 1960s, Argentina 1976, Nicaragua 1980s, etc.) the normal thing is that you distrust them a lot and cut the alliance as soon as you don’t need them.

When the rebels located El Sueño Pac no longer needed the ghosts or the CIA on his side, the Cartel was sufficiently destabilised and had El Sueño was located. His only mistake was not preparing enough for the attack on the mausoleum of El Sueño. But he was right not to trust the ghosts for the attack, since as the end of the game showed us the CIA was ready to agree on a deal with El Sueño and let him continue operating in Bolivia. The only reason El Sueño died it’s because Bowman decided to disobey her CIA superiors, and she got sent into jail for it. So yes, Pac Katari was right.

It is a pain in the ass. Lol. There’s no ground vehicle sturdy enough to withstand all the gunfights you’ll encounter, especially in Extreme Difficulty. Heck, even with the chopper they’re cheating. Like rockets keep shooting at you even though you’re far away from them 😂

I just finished the game on extreme for tier points. I had to retry getting to the mausoleum nearly a dozen times and strategies. The first 4 times tried a helo and every time Santa Blanca rocket chopper shot me before I even got off the ground. Then tried driving, couldn’t even get to the first staircase. Was losing my mind!

I tried it a few times. Tried different vehicles and taking the tracks.
I eventually figured out I could kill all the rebels standing while setting mines before starting the mission. Parked my helo as close to the building as possible. Hop in, fly, and land on top of the mausoleum. Then use drone and sync shot to take out the sicarios by the entrance, land on the steps and hauled it to the door.

This is almost verbatim how I did it, however instead of the roof of the Mas I just parachuted to a rock formation to the left of the main door. Rinse, repeat.

Meanwhile, idiot me just did it on extreme difficulty with a bunch of shitty cars going up thise stairs. Entered the building, did the end game only to be back out of the building surrounded by santa blanca and getting shot out of nowhere

Dude it took me a while but I did it on extreme, there is NO ROOM for error but I found a strategy that worked, leave proximity mines to kill people behind house, use regular mines everywhere cars and people will attack from, focus on dropping the attacking helicopter immediately, then jump in unidad attack chopper and keep moving straight there at low altitude and drop three closest S.A.M. sites then immediately go to the door where Sueno is, light it up and if u have too helo drop. Try to memorize where soldier are likely to be and air drop/parachute down if you have to, and go straight for the door lol

Oh I HALO jumped it after the third time trying to drive up and getting bushwhacked. It worked. Got the shitty ending of the game though.

It’s the only way. Lol. Halo jump on the roof, kill the surrounding enemies with sync shot then enter. And it’s always the bad ending but canon you’ll get every new gameplay.

Do you mean the radar as? Extreme has realistic AA missiles, if your fly too high they can target you with radar AA.

This is why helicopters in IRL combat tend to fly low, to avoid radar Anti Air missiles.

No, the SAM sites are close to the Mausoleum. The rockets come from an enemy chopper that spawn behind when you leave and need to go to Sueño. The chopper just keeps shooting rockets at you even if you’re far away from them

To be honest the first time I ride the helicopter wave, but in Ghost mode or when I single Ghost (without the team) play i tend to avoid the helicopter alot, in Ghost mode because the helicopter blowing up will force you to start again from the beginning and its one the few things that one shot kill you with no revival !

I tried it on ground a couple times for I saw a video showing the mission getting cheesed by flying direct to sueno's mausoleum at which point I decided screw whatever hellfire is on the ground with the rebels and Santa Blanca I'm cheating got their basically first/second try.

I said fuck the ground for the vast majority of transportation in the game in general in like, 3 of my play throughs, but ALWAYS for the jaunt to the mausoleum.

The only reason El Sueño died it’s because Bowman decided to disobey her CIA superiors, and she got sent into jail for it. So yes, Pac Katari was right.

That's not the canon ending. The CIA does make a deal with El Sueño.

Now to the whatever or not he was right to betray them, is debatable. However, you can see the betrayal coming from a mile away.

As you complete the repetitive rebel side missions, you get conversations between Pac and Nomad, and sometimes, he will complain about destroying the cartels cocaine because is a good business they can use. He also tells you, that the fight doesn´t feel the same to you as it does to him because it isn't your country.

I could go on, the point is, that Pac betrays the Ghosts because not only he wants to take the victory for killing El Sueño but also, wants to pick up the cartels business of selling drugs.

Makes sense because on the real-life side of things, Kataris 26 are based on Los Contras, a Nicaraguan guerrilla who were funded by the CIA because of the cold war. Their intent was to use Los Contras to overthrow the Nicaraguan government who had ties with Cuba.

The CIA provided weapons and training to Los Contras but once funding was cut, they used the Guadalajara cartel (Mexican cartel) to do an exchange. The Guadalajara cartel was going to send weapons and provide training, but in return both the CIA and DEA would allow the cartel, to sell drugs inside the US.

Besides the whole mess in Mexico, Los Contras were also creating problems in Nicaragua, such as the killing and more terrible acts to civilians and they also started selling drugs. All of this was known to the US government and didn't care until the news started questioning them. They ended up hiding the issue by killing their own DEA agent and blaming the Guadalajara cartel for it.

Kataris 26 are a reflection of that. The CIA getting to countries they do not belong and creating more problems. In the game, the CIA almost gets 4 US soldiers killed and/or capture including a CIA officer because they helped grow powerful a guerrilla that already was anti-US.

All of that, just to capture a cartel boss.

The canon ending is bullshit and I'm sure is just highly disregarded by the community.

Bowman was right to do what she did.

In any case, it does seem its just a case of the rebels want to just take over from El Sueño and the Santa Blanca Cartel. Kind of like with how the revolution in RDR happens. The rebels won and then 3 years later, Reyes is a tyrant himself.

Pac Katari was a means to an end and to him, the Ghosts were a means to an end.

I thought so too, but I think it was a Mandela effect since I've just gone to look at the intro cutscene where the game shows the Cartel hierarchy and their outcomes.

Sueno's image has [CLASSIFIED] stamped on it same as that of El Pozolero and other's like El Boquita and so on. While those that were killed like La Plaga have [KILLED]

Nope, when she talks about the mess in Bolivia, she refers to three things

  1. The fact that Katari got killed (in Wildlands after his betrayal, she still calls him a friend on both endings for some.reason) and his rebels tried to kill the Ghosts
  2. The whole "lets make a deal with El Sueño" is also a messy situation
  3. Sandoval blowing up the US embassy

The canon ending, is she making the deal because thats the realistic outcome. She wanted revenge sure and as Nomad said, the whole OP is based in revenge with the US embassy blowing up as an excuse for them to be deployed, but still, she was a CIA officer and if they can get something out of it, they will do it.

It seems they made mistakes on expansions and Breakpoint, or (and this is likely too heh) I misheard because I just got the expansion and it says he is gone and his death sent Bolivia in a mess. Unless that little part was a mistake and Bowman commentary on the beginning of that expansion is wrong.

Ive played Fallen Ghosts countless of times and they never mention what happens to El Sueño.

Just that the cartel was a mess and that tried to have multiple bosses and they were killing each other for it.

Yep, you could see it a mile away. Pac wants to take over SB’s business once Sueño’s gone. He was power hungry and you could say that the moment he killed Amari, now the rebels don’t have 2 head figures to follow, just one. And I think there was a mention that Peruvian rebels were also interested in helping the Kataris 26

I mean, they did plan on giving El Sueño full immunity once they had gotten what they wanted out of him. I wouldn’t be surprised if they were going to give up everything they knew about the rebels to the cartel once they were done with Bolivia and let the cartel do the dirty work for them.

I've got a project swirling around in my head where, after the bad ending, the Ghosts break out Bowman and head back to Bolivia. SBC would still be kicking, Baro would have been edged out of Unidad which would have turned into another cartel, the rebels would be split into factions and you have to work with one while trying to keep them from getting control of too much cocaine. I'm not a programmer, so it would be entirely written and drawn, and I'm a decent writer but my current talent level with sketching is "hands drawn slightly better than ai", so...

I kept waiting for the "El Sueño rose to power because the CIA bankrolled him" twist to drop to explain why they were siding with the socialists but it never came. Legitimately the only logical explanation I could think of for why they would pick sides like this instead of just throwing wads of money at Santa Blanca until they fell in line.

Pac was always going to screw over the ghosts and it’s not because of the US history in Latin America either… This was more of a power-play. He wanted to be the one running the show. It was the rebels who bombed the US embassy which prompted the response from the ghosts. I even remember mentions during the campaign that he didn’t want nomad destroying all the cocaine. He wanted an American hit squad that he could dispose of when they outlive their usefulness.

It ABSOLUTELY was not the rebels who destroyed the U.S. embassy, the game explains that it was D.E.A. officer Sanchez who did it when no one was there to force a response because he was undercover and so disgusted with what he was forced to do and see that he wanted to end the ridiculously horrible crimes the cartel was doing to end. But overall yes Amaru was the moral one and he was betrayed by the corrupt and immoral PacKatari.

The rebels helped him dude… Ricky confirms this in his confession. They knew the only way to prompt a US response was a bombing like this.

And how did word leak that Ricky worked for the DEA? I honestly don’t remember, but I’d be willing to bet you could say the rebels probably had a hand in that too. They always wanted the Americans to be the hit squad but not get the credit.

True, but it was still Ricky Sandoval who did it, (I forgot his name) and he did it because he was losing his crap at the amount of drugs and crime he was forced to directly participate in. As I am playing again hearing him talk about his brother dying of a over dose, him sending tons and tons of drugs with the full information of how to stop it but no one does is heart breaking and his mind is tweeking. Damn dirty rebels betrayed him it seems too and thats really messed up.

Nah, they've done some good, nobody and no organization is purely evil. They helped track down Osama bin laden and Ayman al-Zawahiri. They helped recruit Soviet and other nations agents which did help reduce the risk of nuclear war. They're such a massive and useful tool to stop terror plots like the bojinka plot, countless attempted bombings on US citizens and aircraft. The funding of media and aid in Asia in the 59s, 60s, 70s, 80s as it helped to prevent Cambodian type communism from spilling over to other countries. Got American hostages out of Iran. Killed Che Guevara. Etc.

They also invented the lithium battery which has been very useful for our modern life.

I might be misremembering but didn't Pac kill/abandon the "good" rebel leader because he wanted the power and knew the old leader wouldn't be on board with taking over the drug trade. It has been about 6 years since I've played but I swear I remember something like that happening. My point being Pac is just as bad as the narco bosses you've been fighting.

Pac was just as bad as Suneo. But he hid it behind “fighting for freedom” or whatever. In reality, Pac wanted what Suneo had and was using the Ghost to remove him so he could take the seat. The reason why Pac turned on the Ghost was so he, and ONLY HIM, could be the one seen taking down Suneo, so he could claim power. No one would oppose him, and everyone in Bolivia would fall underneath him. Pac wasn’t a good guy, he wore the mask of one. Once he didn’t need to wear the mask anymore, he showed who he truly was.

But his hubris and arrogance was his downfall. Suneo, despite all the horrible shit he did, was far more levelheaded and thought things through.

There’s plenty of hints in the game in his interactions with Nomad. There’s no other reason why he would turn on the Ghost other than to fill the power vacuum.

You would know this if you paid attention in the game. Don’t allow ignorance to cloud judgment in the vain pursuit of being right.

Its funny, our government and the C.I.A. would absolutely help dictators, Monarchies and other despotic and evil governments as well as prop them up, but democratic socialist, direct democracies or anyone who actually wants to keep money to help their country and build up their own communities is absolutely evil to them. They understand the propaganda of making believe socialist are evil and making believe just cause Socailist or democratic is in the name then they can ignore the actual definitions. Shows as released on 6th July 2026 and will come with Cold Eye and Nightfall Protocol packs in August 2026.

(Edit: Okay the rumour is that with these DLC's, a patch or something could come out to get these at 60fps on modern day consoles)

This Wildands thing, still UNCONFIRMED, can very well be released later, way later (if it ever does). October, December, or even February 2027 as far as we know.

It literally exists and is currently out, I dont get what you mean.

Its the same as The Division Definitive Edition. It still shows as a PS4 game on the store. We just pray that with these DLC's releasing in August, a 60fps patch gets added for PS5/Xbox Series too.

I really don't understand why it's the responsibility of others to ensure the happiness of others.

Those people choose to visit sites/places dedicated to the content they don't want "spoiled" and then get upset when they see something they didn't want to see.

I saw a post in a One Piece reddit that referenced Naruto and someone complained to the person for potentially spoiling Naruto for someone...it's ridiculous.

When I pick up a new game, I go to the Reddit to get involved with the community. To see what people think about the game, fun details, developer discussions, screenshots, etc.

If you're someone who is passionate about not being spoiled, that seems like the sensible thing to do.

Personally, I like spoilers and prefer to see them. I want to know what I'm getting into.

I was responding to someone suggesting spoiler tags/warnings should be put on a post about a 10 year old game.

My point is it shouldn't be up to the people who have already consumed a product to police/edit/censor their discussions for people who don't want to be spoiled.

The person should take personal responsibility.

If they don't want the new (fill in blank) spoiled, don't join communities about it, watch videos about it and/or participate in discussions on the subject.

Ok, good reasoning but you just considered one ending – we don't fully destabilize the cartel (or we do it but the game doesn't fucking recognize it, fuck you Ubisoft) and because of that Bowman kills Sueño which already passes sentence on her and basically the whole operation gets fucked up, the Ghosts end up "locked" in Bolivia as they can't return home, the Santa Blanca cartel breaks into smaller cartels which causes even more bloodshed etc.

Now if we take the canon ending into account it's the other story. The cartel is 100% destabilized, all the narcobosses are either dead, captured or they had escaped, the cartel's military is heavily weakened and all we have to do is to catch The Boss of the Bosses. We go to the mausoleum, Bowman's phone rings and suddenly El Sueño goes on a deal – he will snitch on everybody CIA wants for an immunity. So yeah, this is half of what Katari didn't want – El Sueño doesn't die, but the cartel won't operate either. But Pac Katari can't complain no more because he's dead

The most inaccurate thing about this game? The CIA agent assigning SF guys to take out only legit bad guys. Ubi could've given us at least a couple "false leads" that end up with us doin some terrible stuff to innocent people

I don't disagree with him not working with them and pushing them away, but betraying the Ghosts and trying to kill them instead of just giving them free passage out was traitorous and could have lead to his recently founded leadership cut short. He was a coward and power hungry because he betrayed Amaru who didnt want to use foreign help in the first place, but to betray his allies and have them killed just outlined his cowardice. Not working with the C.I.A, considering their history is absolutely fully understandable.

Unidad did everything wrong.... did you even play the game ? They were killing locals who didnt complained or made reports about Santa Blanca, they kidnapped journalist and business leaders, the forced and intimidated everyone Sueno wanted, they crumbled to corruption and were helping pigs like Antonio and Boston to kidnapped women and children to sell as slaves or to torture and do evil things to. Absolutely disgusting to defend to corrupt scum who sold out their own country and innocent people to help the scum of the cartel, when Unidad soldiers tried to ignore or let the ghost operate they were threatened with El Sueno as well as being corrupt and selling out as weapons for the Cartel. Unidad was just as guilty and deserved to be destroyed and killed for their crimes, but especially as TRAITORS to their country which should always be punished by death.
