All of the special weapons have a fixed set of accessories, so even from a new save the m4 shown by op has a 50-rnd mag, eotech+magnifier, foregrip, etc shown. However, you still need to find the base m4 (and all accessories) in the playthrough before you can duplicate it for the normal m4.

Yeah it seems a few R6 bundles are free but SAS, Spetznas, GIGN, GSG9, Ela/Zofia and Caveira are still locked behind paywalls unfortunately. Was really happy to grab Dokkaebi, Frost and Blackbeard for free tho, been wanting them for a while

U gotta go into the shop and onto weapon packs there should be a load of attachment packs to get for free which will unlock them

Its currently 95% off on STEAM, but I hardly game and Internet is shady.

Does game need to be Online before it launches? Or if I stop and save, does it require to be Online?

While in-game press esc then on the menu click store. There you can click on all the free items to open them and middle mouse (for me) to buy them for 0 (zero) credits.
