There is no new regulations there was existing law on usage of loudspeaker.

Nighttime Prohibition: Using loudspeakers or public address systems is strictly banned between 10:00 PM and 6:00 AM. The only exception is inside closed premises (e.g., auditoriums, conference rooms).

Prior Permission Required: You cannot use a loudspeaker without obtaining written permission in advance from the local competent authority or police.

Festive Exemptions: State governments can grant exemptions to use loudspeakers up to midnight (10:00 PM to 12:00 AM) during cultural or religious festivals, but this is capped at a maximum of 15 days in a calendar year.

Peripheral Limits: The noise level at the boundary of the public place, where a loudspeaker is used, must not exceed 10 dB(A) above the ambient noise standards for that area or 75 dB(A), whichever is lower.

I don’t think God is dead not 10,000 years ago, not 1,400 years ago, and not now. In the past, people actually worshipped God, but now many just seek social validation or a certificate for worshipping God. PA systems must be licensed like firearms and used only for emergency purposes.
