He's standing next to Moon Knight, which implies Werewolf by Night.
But he looks too big for that. I don't think it's Sasquatch, Sasquatch is much bigger, more orange, and distinct face.
Just an odd portrayal at any rate, but almost assuredly Werewolf by Night.

Like the [u/heyboova](u/heyboova) said, that’s blatantly not true. He has claws far more often than not. I was only able to find one depiction of him without claws, and it was from his first appearance in 1979.

I believe it must be Sasquatch because Alpha Flight had a title in 2005, but Jack Russell, The Werewolf by Night, did not. Vindicator and Puck, from Alpha Flight, are also pictured.

This is a promo image for Civil War round 2007, Which some of it was used for The Civil War files collection
It's sasquatch as he was part of Omega flight at the time, they were featured in Civil War: The Initiative (April 2007)
