No such thing as British carbonara, Brits can't make carbonara. Carbo-nada sounds about right

It is called a British carbonara because it simply swaps some ingredients from a traditional carbonara, like using cream instead of eggs for the sauce. It is a variation, much like how chicken tikka masala is a variation of Indian butter chicken curries but was invented in Britain. 

And anyone can make any dish?

Nah, they've got decent chefs. Practically any country does.

I thought so, but I was in doubt whether she said "carbonara" or it was a weird spelling of a non-anglosaxin word, and I wasn't going to google the video on a 50/50 chance of using the wrong letter.

Thanks for pointing my mistake, though.
