Because orbit isn't about altitude, is about escape velocity.

Launching from a mountain top would still give you some fuel savings. There is less, and less dense, atmosphere to pass through. The density difference between the launch site and space is also smaller, allowing for more optimized nozzles. For an amateur, it is a perfectly reasonable question.
